I’m with T-mobile and shopping for a P.D.A. What does “unlocked” mean? Also, what do you recommend, the Blackberry 8700 or the new t-mobile dash?

I had the same question, and was told it means that you can buy the phone without worrying about it being dedicated to any particular carrier. I.e., it can be used by t-mobile, cingular, verizon, etc. users. You can buy it without having to extend your contract with your carrier. I don’t know anything about the t-mobile dash, but the Blackberry is great.
